Kevin Samuel of All Saints has surrendered himself to the police at St. Johns Police Station around 2 pm today.

The police earlier issued an appeal for him to come forward and assist them in the ongoing murder investigation of 25-year-old Neltah Telemaque of Hosford Hill.
